Prior to the Primary, the Republican party provides the Secretary of State with a list of delegates and alternates pledged to Presidential contenders. At the State Convention, the pledged delegates (who comprise 80% of the delegates and 80% of the alternates) are chosen are off this list according to the results of the primary.

Tuesday 27 May 2008: 80% (24 of 29) of Idaho's delegates to the Republican National Convention are proportionally allocated to the presidential contenders based on today's statewide Presidential primary vote. A 5% threshold is required in order for a presidential contender to be allocated National Convention delegates.

  • When computing 80%, do not include the 3 party leader delegates. Round up any fraction to the next largest whole number [(32 - 3) × 0.80 = 23.2, round up to 24].
  • When computing the delegate allocation, round any fractions to the nearest whole number. If rounding results in an unallocated delegate, award the delegate to the candidate receiving the highest number of votes. If rounding results in more delegates than are available for allocation, subtract a delegate from the candidate receiving the least number of votes.

Thursday 12 June - Saturday 14 June 2008: The Idaho State Republican Convention convenes.

The remaining 8 delegates are unpledged and are selected as follows:

  • 5 National Convention delegates are chosen by the convention as a whole. These 5 delegates will go to the Republican National Convention officially "Unpledged".
  • 3 party leaders, the National Committeeman, the National Committeewoman, and the chairman of the Idaho's Republican Party, will attend the convention as unpledged delegates by virtue of their position.

Delegates are bound to vote for the candidate who nominated them on the first ballot taken at the Republican National Convention. Delegates selected as "uncommitted" are free to cast their vote for any candidate whose name has been placed in nomination before the Republican National Convention. In the event of death, withdrawal, or release of delegates by a candidate prior to the first ballot, those delegates become uncommitted.
