IDAHO Democratic County CAUCUSES

Tuesday 5 February 2008

The County Caucuses chooses the county's delegates to the Idaho State Convention. Such delegates to the State Convention are allocated to presidential contenders in proportion to the percentage of the support each candidate has received at the County Caucus- a mandatory 15 percent threshold being required for such allocation. (NOTE: It is the State Convention that actually pledges Democratic National Convention delegates; a few weeks prior to this Convention- on Tuesday 27 May- there will be an Advisory PRESIDENTIAL PRIMARY but the presidential preferences of the State Convention delegates will have already been determined by the earlier County Caucuses).

Here is how we estimate the statewide delegate count (based on the number of delegates elected to the State Convention as reported by a party source from the 5 February 2008 caucuses):

  1. A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard votes cast for those candidates who do not qualify. Clinton and Obama have qualified for delegates.
  2. Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the state-wide qualified vote.
  3. In each jurisdiction (CD and statewide):
    1. Total qualified vote = total votes cast for the qualifying candidates in the jurisdiction.
    2. Allocation = (delegates for the jurisdiction) × (candidate's popular vote) ÷ (total qualified vote).
    3. Assign each candidate the WHOLE NUMBER of delegates.
    4. If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

Tuesday 5 February 2008: Idaho Democratic Party Caucuses meet in each county. 12 of 23 delegates to the Democratic National Convention are allocated to presidential contenders in proportion to the percentage of the support each candidate receives in each Congressional District. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at the congressional district level.

  • 12 district delegates are to be allocated proportionally to presidential contenders based on the results in each of the State's 2 congressional districts.
    • CD 1: 6
    • CD 2: 6

In addition, each County Caucus chooses delegates to the Idaho State Democratic Convention based on presidential preference.

  • The County Caucus chooses the county's delegates to the Idaho State Convention. Such delegates to the State Convention are allocated to presidential contenders in proportion to the percentage of the support each candidate received at the County Caucus- a mandatory 15 percent threshold being required for such allocation.
 

Tuesday 27 May 2008: Idaho Democratic non-binding Primary. Today's primary has no effect on delegate allocation.

Thursday 12 June - Saturday 14 June 2008 : The Idaho State Democratic Convention meets. 6 of 23 delegates to the Democratic National Convention are allocated to presidential contenders in proportion to the percentage of the support each candidate receives at the State Convention. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at the statewide level.

  • 6 delegates are to be allocated to presidential contenders based on support each candidate receives at the State Convention as a whole.
    • 4 at-large National Convention delegates
    • 2 Pledged PLEOs

The remaining 5 National Convention delegates consist of

  • 4 Unpledged PLEO delegates:
    • 4 Democratic National Committee members.
    • 0 Members of Congress (0 Senators and 0 Representatives).
    • 0 Governors.
    • 0 Distinguished Party Leaders.
  • 1 Unpledged "add-on" (Nominated by State Chair and selected by State Convention Delegates).

These 5 delegates and will go to the Democratic National Convention officially "Unpledged".
