Tuesday 5 February 2008: 48 of 60 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of the voting in today's Connecticut Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level.

  • 31 district delegates are to be pledged proportionally to presidential contenders based on the primary results in each of the State's 5 congressional districts.
    • CD 1: 7
    • CD 2: 6
    • CD 3: 7
    • CD 4: 5
    • CD 5: 6
  • In addition, 17 delegates are to be pledged to presidential contenders based on the primary vote statewide.
    • 11 at-large National Convention delegates
    • 6 Pledged PLEOs

Here is how we compute the delegate count (based on certified returns from an official source: Congressional District Summary, Delegate Summary).

  1. A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard votes cast for those candidates who do not qualify. Clinton and Obama have qualified for delegates.
  2. Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the state-wide qualified vote.
  3. In each jurisdiction (CD and statewide):
    1. Total qualified vote = total votes cast for the qualifying candidates in the jurisdiction.
    2. Allocation = (delegates for the jurisdiction) × (candidate's popular vote) ÷ (total qualified vote).
    3. Assign each candidate the WHOLE NUMBER of delegates.
    4. If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

The remaining 12 National Convention delegates consist of

  • 11 Unpledged PLEO delegates:
    • 6 Democratic National Committee members.
    • 5 Members of Congress (1 Senator and 4 Representatives).
    • 0 Governors.
    • 0 Distinguished Party Leaders (Note: Senator Christopher J. Dodd, Chairman of the Democratic National Committee from 1995 to 1997, is a Distinguished Party leader. Reasoning that the office holder position is better known to the public in general, The Green Papers treats elected officials who are Governors, U.S. Senators, or U.S. House members and Distinguished Party Leaders or DNC members as office holders. Note that Senator Joe Lieberman is NOT a Democratic unpledged PLEO. In 2006 he ran for the U.S. Senate under the banner of "Connecticut For Lieberman" and defeated the Democratic Party's nominee. The fact that Senator Lieberman has endorsed Republican John McCain for President in 2008 is not the reason that he is not an unpledged PLEO.)
  • 1 Unpledged "add-on" (selected during the Democratic State Central Committee meeting).

These 12 delegates and will go to the Democratic National Convention officially "Unpledged".
