Congressman Jo Ann Emerson was first elected, simultaneously, as a Republican to the 104th and as an Independent to the 105th Congress in special election to fill the vacancy caused by the death of her husband, Congressman Bill Emerson: 5 November 1996. She switched from an Independent to a Republican on 8 January 1997. On 3 December 2012, she announced her resignation effective in February 2013 when she assumes the role of President and Chief Executive Officer of the National Rural Electric Cooperative Association. On 22 January 2013, the Congressman submitted her resignation effective at 11:59 p.m. 23 January 2013: Governor Jay Nixon sets 4 June 2013 for the special election to fill this vacant seat. The Democratic, Republican, Libertarian, and Constitution parties will choose their nominees by committee or convention.
