  • Congressman Jesse Louis Jackson, Jr. (Democratic, Illinois CD 2) resigned on 21 November 2012 amid scandal-- officially stating "to focus on restoring my health".
  • Congressman Jo Ann Emerson (Republican, Missouri CD 8) resigned on 22 January 2013 to assume the role of President and Chief Executive Officer of the National Rural Electric Cooperative Association.
  • Congressman Robin L. Kelly (Democratic, Illinois CD 2) was elected in a 9 April 2013 special election and sworn on 11 April 2013.
  • Congressman Marshall C. "Mark" Sanford, Jr. (Republican, South Carolina CD 1) was elected in a 7 May 2013 special election and sworn on 15 May 2013.
  • Congressman Jason Smith (Republican, Missouri CD 8) was elected in a 4 June 2013 special election and sworn on 6 June 2013.
  • Congressman Edward John "Ed" Markey (Democratic, Massachusetts CD 5) resigned on 15 July 2013 after being elected to the Class 2 Massachusetts U.S. Senate Seat in a 25 June 2013 special election.
  • Congressman Rodney M. Alexander (Republican, Louisiana CD 5) resigned on 26 September 2013 after being appointed as Secretary of the Louisiana Department of Veterans Affairs.
  • Congressman Vance M. McAllister (Republican, Louisiana CD 5) was elected in a 16 November 2013 special election and sworn on 21 November 2013.
  • Congressman Katherine M. Clark (Democratic, Massachusetts CD 5) was elected in a 10 December 2013 special election and sworn on 12 December 2013.

Special Election - On 26 July 2013, Governor Robert Bentley announced the timeline for the Special Election for U.S. House CD 1.

  • Tuesday 24 September 2013: Special Party Primary.
  • Tuesday 5 November 2013: If no candidate receives at least 50% of the vote in the party primary, a party runoff is held between the top two vote-getters. Otherwise, a General Election is held.
  • Tuesday 17 December 2013: General Election - only if a party runoff was held on 5 November.

Received 35% in the 24 September primary. Won the 5 November 2013 Runoff with 53% of the vote.

Special Election - On 26 November 2012, Governor Patrick "Pat" Quinn called a Special Election to fill the vacant seat of Congressman Jesse Louis Jackson, Jr. (Democratic) who resigned on 21 November 2012. The Special Primary is set for 26 February and Special Election for 19 March 2013. To comply with state law, the Governor set the election date to 19 March. However, Governor Quinn is working with the General Assembly to move the general election date to 9 April 2013, the same day as an already-scheduled election. On 3 December 2012, Governor Quinn signed a SB 3338 which moves the Special Election to 9 April. The new date coincides with an existing Chicago election.

Congressman Jo Ann Emerson was first elected, simultaneously, as a Republican to the 104th and as an Independent to the 105th Congress in special election to fill the vacancy caused by the death of her husband, Congressman Bill Emerson: 5 November 1996. She switched from an Independent to a Republican on 8 January 1997.
On 3 December 2012, she announced her resignation effective in February 2013 when she assumes the role of President and Chief Executive Officer of the National Rural Electric Cooperative Association.
On 22 January 2013, the Congressman submitted her resignation effective at 11:59 p.m.
23 January 2013: Governor Jay Nixon sets 4 June 2013 for the special election to fill this vacant seat. The Democratic, Republican, Libertarian, and Constitution parties will choose their nominees by committee or convention. Other candidates will qualify by petition.

The Democratic and Republican Special Party Primary is 19 March. Filing closes 28 January 2013. If no candidate receives at least 50% of the vote in the primary, a 2 April runoff will be held between the top two vote-getters in each party.
