California has a "Top-Two" primary system:

  • Regular Elections: All candidates, both party members and independents, participate in a non-partisan Primary. The top two vote getters, regardless of party affiliation, advance to the General Election.
  • Special Elections: All candidates, both party members and independents, participate in a non-partisan Special Primary. If one candidate receives a majority (50% + 1) of the primary vote, that candidate is elected. Otherwise, the top two vote getters, regardless of party, advance to the Special General Election.

Incumbent are listed in their "as elected" Congressional Districts (from the 2000 census). We are in the process of moving the candidates to the new 2010 Congressional Disitricts. Please excuse the confusion while things settle out. The new district lines are at http://www.wedrawthelines.ca.gov.

7 February 2011: Congressman Jane Harman (Democratic) announced her resignation to become the President and CEO of the Woodrow Wilson International Center for Scholars. She was first elected in 1992 and served three terms before an unsuccessful race for the Democratic nomination for Governor, 1998. She was again elected to the House in 2000.

Congressman Harman resigned on 28 February 2011. Once a vacancy is declared, Governor Edmund G. "Jerry" Brown, Jr. will call special election to be held 112 to 126 days later.

On 14 March 2011, California Governor Edmund G. "Jerry" Brown, Jr. (Democratic) called a Special Primary for Tuesday 17 May 2011 and a Special General Election for Tuesday 12 July 2011 to fill the vacant seat.

The Special Primary is held on either the 8th or 9th Tuesday before the Special General Election. If the 8th Tuesday is the day of or the day following a holiday, then the primary is held on the 9th Tuesday.

All candidates, both party members and independents, participate in a non-partisan Tuesday 17 May Special Primary. If one candidate receives a majority (50% + 1) of the primary vote, that candidate is elected. Otherwise, the top two vote getters, regardless of party, advance to a Tuesday 12 July Special General Election.

No candidate received 50% of the vote in the 17 May 2011 primary. The top two vote getters, Los Angeles City Councilwoman Janice Hahn (Democratic, 24.6%) and Craig Huey (Republican, 22.24%), advanced to a Tuesday 12 July Special General Election. Janice Hahn won the runoff with 55% of the vote. She was sworn on 19 July 2011.
