The Green Papers - 2008 General Election
Contests to Watch and Polling Data

Updated 3 November 2008

The Presidency, 11 Governor's chairs, 35 Senate seats, and 435 House Seats are up for election in 2008. During this primary season 4 incumbents lost their bids for renomination:

Outlook for the Presidency in the 4 November 2008 (updated 3 November 2008):

  • for the Democrats: 21 states with 254 electoral votes are certain or reasonably certain.
  • for the Republicans: 19 states with 157 electoral votes are certain or reasonably certain.

This leaves the remaining 11 states, with a combined total of 127 electoral votes, "in play". Of those in play, 3 states with a combined 24 electoral votes lean Democratic and 2 states with 6 electoral votes leans Republican. This gives the Democrats 278 votes (270 are needed to win) and the Republican's 163 votes.

The remaining 6 states, with a combined 97 electoral votes, are toss-ups that can go either way (and, if you then- if only for the sake of the argument- do that ol' coin flip-as-chance thing and split these 97 votes between the Parties, you actually end up with 326 or 327 electoral votes for the Democrats and 211 or 212 for the Republicans.

All of which means that, should these numbers hold, the Democrats will handily win the Presidency in this year's 2008 General Election.

Since 1976, 6 states have always voted for the winning Presidential Candidate: Arkansas, Kentucky, Louisiana, Missouri, Ohio, and Tennessee. (Reference: 1976-2004 Presidential Election State Voting Trends Sorted by How often a state voted for the Winner.) The polls in these states show 4 prefer McCain and 2 are a toss-up.

Two states, Florida and Nevada, have voted for the winner 88% of the time since 1976. The polls in these states show 1 prefers Obama and the other is a toss-up.

Changes from 23 October to 3 November: We moved Wisconsin from Democratic to Leans Democratic and North Dakota from Toss-up to Leans Republican. Overall, Obama is holding a lead in 5 states carried by Bush in 2004: Colorado, Iowa, Nevada, New Mexico, and Virginia (however we are still showing Virginia as a toss-up).

Outlook for the U.S. Senate in the 4 November 2008 Election (updated 3 November 2008):

Of the 35 U.S. Senate seats up for election in 2008:

  • for the Democrats: 11 Senate seats are certain or reasonably certain.
  • for the Republicans: 11 Senate seats are certain or reasonably certain.

This gives the Democrats 48, Independents 2 (both Senators caucus with the Democrats), and the Republicans 37. 13 U.S. Senate seats are left in SOME kind of "play"...

Of these 13 "in play", 7 lean Democratic and 4 lean Republican. Thus, the Senate has a total of 55 Democratics, 2 Independents, and 41 Republican "not up for election / certain / likely" seats.

This leaves 2 Senate seats with toss-ups that can go either way (and, if you then- if only for the sake of the argument- do that ol' coin flip-as-chance thing and split these 2 between the Parties, you actually end up with a quite possible result of the elections re: the U.S. Senate of 56 Democrats, 42 Republicans and 2 Independents (who currently caucus with the Democrats).

All of which means that, should these numbers hold, the Democrats will retain control of the the Senate and add to their numbers as a result of this year's 2008 General Election.

Changes from 23 October to 3 November: On 23 October the synopsis showed 52 or 53 Democrats to 45 or 46 Republicans. The 3 November numbers show 56 Democrats (plus two Senators who caucus with the Democrats) to 42 Republicans, a trend favoring the Democrats.

Overview

  • 11 Democratic-- no change.
  • 1 Lean Democratic to 7 Lean Democratic.
  • 7 Tossup to 2 Tossup.
  • 3 Lean Republican to 4 Lean Republican.
  • 13 Republican to 11 Republican.

Outlook for the House of Representatives in the 4 November 2008 Election (updated 3 November 2008):

  • for the Democrats: 208 House seats certain or reasonably certain.
  • for the Republicans: 144 House seats certain or reasonably certain.

Leaving 83 U.S. House seats in at least SOME kind of "play"...

Of these 83 "in play", 50 lean Democratic (giving the Democrats 258) while 23 lean Republican (giving the GOP side of the House aisle 167).

This leaves only 10 toss-ups that they can go either way (and, if you then- if only for the sake of the argument- do that ol' coin flip-as-chance thing you actually end up with a quite possible result of the elections re: the U.S. House of 263 Democrats and 172 Republicans with 218 needed for a majority.

All of which means that, should these numbers hold, the Democrats will retain control of the House and add to their numbers in this year's 2008 General Election.

Changes from 23 October to 3 November: On 23 October the synopsis showed 246 to 247 Democrats and 188 to 198 Republicans. The 3 November numbers show 263 Democrats to 172 Republicans, a trend significantly favoring the Democrats.

Overview

  • 208 Democratic to 208 Democratic.
  • 25 Lean Democratic to 50 Lean Democratic.
  • 27 Tossup to 10 Tossup.
  • 26 Lean Republican to 23 Lean Republican.
  • 149 Republican to 144 Republican.
