  • Congressman Nicola Tsongas (Democrat, Massachusetts House CD 5) was elected 16 October 2007 to fill the vacant seat.
  • Congressman Martin T. "Marty" Meehan (Democrat, Massachusetts House CD 5) resigned 1 July 2007 to become Chancellor of the University of Massachusetts Lowell.
  • Congressman Juanita Millender-McDonald (Democrat, California CD 37) passed away 22 April 2007 at the age of 68 from cancer.
  • Congressman Charles Whitlow "Charlie" Norwood (Republican, Georgia CD 10) passed away 13 February 2007 at the age of 65 from lung and liver cancer.
  • Congressman Paul E. Gillmor (Republican, Ohio CD 5) passed away suddenly 5 September 2007 at the age of 68.
  • Congressman Jo Ann S. Davis (Republican, Virginia CD 1) passed away 6 October 2007 at the age of 57 from breast cancer.
  • Congressman Robert Latta (Republican, Ohio CD 5) was elected 11 December 2007 to fill the vacant seat.
  • Congressman Rob Wittman (Republican, Virginia CD 1) was elected 11 December 2007 to fill the vacant seat.
  • Congressman Tom Lantos (Democrat, California CD 12) passed away 11 February 2008 at the age of 80 from esophageal cancer.
  • Congressman G. William "Bill" Foster (Democrat, Illinois House CD 14) was elected 8 March 2008 to fill the vacant seat.
  • Congressman Jackie Speier (Democratic, California CD 12) was elected 8 April 2008 to fill the vacant seat.
  • Congressman Stephen J. "Steve" Scalise (Republican, Louisiana CD 1) was elected 3 May 2008 to fill the vacant seat.
  • Congressman Donald J. "Don" Cazayoux, Jr. (Democratic, Louisiana CD 6) was elected 3 May 2008 to fill the vacant seat.
  • Congressman Travis W. Childers (Democratic, Mississippi CD 1) was elected 13 May 2008 to fill the vacant seat.
  • Congressman Albert R. Wynn (Democratic, Maryland CD 4) resigned 1 June 2008 to become a partner in the Washington law firm Dickstein Shapiro LLP.
  • Congressman Stephanie Tubbs Jones (Democratic, Ohio CD 11) passed away 20 August 2008 at the age of 58 after suffering an aneurysm.
  • Congressman Rahm Emanuel (Democratic, Illinois CD 5) resigned 2 January 2009 to become President-elect Barack Obama's Chief of Staff.
