On 20 November election officials certified Republican Vernon "Vern" Buchanan as the winner by 369 votes. Democratic Christine L. Jennings filed a lawsuit requesting a new election arguing that a malfunction in the voting machines caused a 13% undervote (blank ballots). An audit of the machines began the week of 27 November using a 12 hour scripted "mock election". The first tests, performed 28 November on voting machines not brought into service on election day, showed a CD 13 discrepancy of 5 votes (in favor of Jennings). However, video tapes revealed that the differences were due to participants making mistakes while choosing their selections. The second tests, perfumed 1 December on voting machines that had an undervote on election day, showed no discrepancies in the CD 13 contest. Jennings legal challenge will be heard in Leon County on 15 December. Ms. Jennings has the option of challenging the results when the 110th Congress convenes. We are currently calling this contest for Buchanan. http://www.TheGreenPapers.com/G06/FL.phtml#H13 ========================= Down Ballot Elections to be called Guam Governor-- On 10 November 2006 the Guam Election Commission's certified the Gubernatorial General Election results declaring the Republican team of incumbent governor Felix Camacho and Dr. Mike Cruz as victors. The opposition team of Robert Underwood and Frank Aguon, Jr. is contesting the Commission's decision not to include 504 over votes (ballots cast for both candidates) when determining the total number of votes cast. On 30 November the Guam Supreme Court heard the oral arguments. If the overvotes are counted, a runoff election would be required since no candidate would have received the majority of the vote. The runoff was originally scheduled for Tuesday 21 November. http://www.TheGreenPapers.com/G06/GU.phtml#TG Vermont Auditor of Accounts-- Randy Brock (R) 44.47% vs. Thomas Salmon (D) 44.41%. The Vermont Secretary of State completed the recount on 14 November with the official results showing Brock winning by 137 votes out of 250,717. Tom Salmon filed for a recount on Thursday 16 November at the Washington County Superior Court in Montpelier. The 110th Congress will convene on 3 January 2007. Congressman Hayes has been re-elected. The 17 November certified vote had Congressman Hayes ahead by a 339 vote margin. Kissell filed for a recount which reduced Congressman Hayes' lead to 329 votes. On 21 November the Kissell campaign filed paperwork requesting hand recounts to be carried out the week of 27 November in 3% of the district's precincts. Seeing that the recount was unlikely to change the outcome, Larry Kissel conceded on 29 November. The makeup of the 110th Congress is 231 Democrats (majority) to 202 Republicans with 2 runoff elections to be held. http://www.TheGreenPapers.com/G06/NC.phtml#H08 ------------------------------------------------------------------------------- Monday November 27, 2006 ========================= Midterm Election Update Ohio CD 15: Congressman Pryce (R) 50.24% vs. Kilroy (D) 49.76%. The counting of the absentee and provisional ballots is complete as of 27 November. Pre-certified results show Congressman Pryce with a 1,055 vote lead. The official tallies are due at the Secretary of State's office Tuesday 28 November. The results are close enough to trigger the automatic "less than 0.5%" recount. Once the state office verifies a recount is required, it would notify county election officials that they have 10 days to complete the recount.
