Friday 3 November 2006 

Republican Congressman Robert W. "Bob" Ney (Ohio CD 18) resigned from Congress
today. On 13 October he pleaded guilty to charges related to the Jack Abramoff
scandal. Mr. Ney was first elected in 1994, re-elected in 1996, 1998, 2000,
2002, and 2004. He was renominated in the 2 May 2006 Primary but announced
that he was no longer a candidate on 7 August 2006. Mr. Ney formally withdrew
his candidacy on 14 August 2006.

The partisan composition of the U.S. House is now 229 Republicans,
201 Democrats, 1 Independent, and 4 vacant offices (FL CD 16, NJ CD 13,
OH CD 18, TX CD 22).

Arizona State Treasurer David Petersen will resign today and plead guilty to a
misdemeanor charge of failing to report commissions he had received and which
were related to sales he made to state schools; a plea bargain agreement-
entered into back on 19 October- requires him to resign his post.

Governor Janet Napolitano will then appoint a replacement to serve the
remainder of Petersen's term: Arizona is electing a State Treasurer in next
month's Election who will not take office until the following January.
 
Under Arizona law, the replacement must be of the same Party as the person who
had vacated the office: thus, because Petersen was a Republican, Napolitano-
although a Democrat- will have to appoint a Republican to the post.

Friday 20 October 2006

The U.S. Supreme Court ruled that Arizona may require voters to provide photo
identification in order to vote in the 7 November General Election. The
unsigned 5 page order cautioned that the Court was not issuing a ruling on the
constitutionality of Arizona's law. Federal courts have yet to resolve a
lawsuit maintaining that the photo identification law disenfranchises elderly
and minority voters. Georgia and Missouri Courts have blocked similar laws in
those states.

Louisiana - Open Primary (Special Election)
 
for Secretary of State: Since no candidate received 50% of the vote in the
Saturday 30 September 2006 primary, a 7 November runoff election will be held
between the two highest vote getters: "Jay" Dardenne (29%) and Francis
Heitmeier (27%).
 
for Commissioner of Insurance: Insurance Commissioner James J. "Jim" Donelon
 has been elected with 50% of the vote. 

A Special Election for these offices, an "Open Primary" will be held on the
Legislature-determined date of Saturday 30 September 2006: if a candidate
receives 50% or more of the vote for that office only, that candidate will be
declared elected on 30 September: otherwise, there will be a runoff on Tuesday
7 November, the same date as the Federal "Open Primary".

Republican Congressman Mark Foley (Florida CD 16) resigned from Congress on
Friday 29 September following questions about e-mails he wrote to a former
male page. Mr. Foley was first elected in 1994, re-elected in 1996, 1998,
2000, 2002, and 2004. He was renominated during the Florida 5 September 2006
Primary. Mr. Foley's name will remain on the ballot however, votes cast for
him will be counted for the replacement candidate to be named by the
Republican Party.

The partisan composition of the U.S. House is now 230 Republicans,
201 Democrats, 1 Independent, and 3 vacant offices (FL CD 16, NJ CD 13,
TX CD 22).

Congressional redistricting ordered by a three-judge Federal court panel
on 4 August 2006 invalidates the nominations for CDs 15, 21, 23, 25, 28 made
re: the 7 March 2006 Primary... a non-Partisan "all-up" election will be
held for this seat on General Election Day, Tuesday 7 November 2006. If no
candidate receives 50% of the vote, a subsequent Runoff will be held in
December.
