Recap: Louisiana Open Primaries - Saturday 4 October 2003

http://www.thegreenpapers.com/G03/LA.phtml

LOUISIANA holds a so-called "Open" (that is, a non-partisan) Primary. If one
candidate receives 50% or more of the vote, that candidate is declared the
winner. Should no candidate receive 50% of the vote in this "Open"
(non-partisan) Primary, the two top vote-getters (irrespective of Party
affiliation) will participate in a Runoff to be held on Saturday 15 November
2003.

Governor: Incumbent Governor M.J. "Mike" Foster (Republican) is at term limit
and cannot run for re-election. Since no candidate received 50% or more of the
vote in the 4 October primary, a 15 November runoff will be held between the
two highest vote getters: Republican "Bobby" Jindal (33%) and Democrat (and
outgoing Lt. Governor) Kathleen Babineaux Blanco (18%).

Lt. Governor: Democrat "Mitch" Landrieu elected.

Secretary of State: Incumbent Republican W. Fox McKeithen was re-elected.

Treasurer: Incumbent Democrat John Neely Kennedy re-elected unopposed.

Attorney General: Democrat Charles C. Foti, Jr. elected.

Commissioner of Agriculture and Forestry: Incumbent Democrat Bob Odom re-elected.

Commissioner of Insurance: Since no candidate received 50% or more of the
vote in the 4 October primary, a 15 November runoff will be held between the
two highest vote getters: Democrat Incumbent James Robert "Robert" Wooley (37%)
and Republican "Dan" Kyle (34%).

Polls close 8:00p PDT (0300 UTC).

California Governor Gray Davis will face a recall election on 7 October 2003.
In the first part of the ballot, voters will vote for or against the recall.
In the second part, voters may select a replacement candidate from a list
of 135 candidates and 28 certified write-ins.

If a majority (50% or more) of the voters vote "yes" on the first question, the
replacement candidate who receives the most votes becomes Governor when the
vote is certified (which could take up to 28 days) and will serve the
remainder of the current term (the chair is up for election 7 November 2006).
