The delegate selection processes herein was updated 28 May 2012 per the Texas Delegate Selection Plan as of February 2012 (revised).

The state receives a 10% pledged delegate bonus for starting in Stage II (April).

Participation in Texas' delegate selection process is open to all voters who wish to participate as Democrats. Voter registration eligibility ends 30 days prior (22 March 2012) to the county/senatorial district conventions. Voters affiliate with the Democratic Party by signing an affidavit (oath) of affiliation.

Saturday 21 April 2012: 172 of 287 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of the preferences expressed at the County/Senatorial District Conventions. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at the senatorial district level.

In addition, County and Senate District Conventions select delegates to State Convention.

Texas has 172 district delegates apportioned among its 31 STATE SENATORIAL DISTRICTS [unlike most states- as well as the Texas Republican Party- Texas Democrats are NOT using the state's Congressional Districts as a basis of National Convention delegate allocation!] as follows: (SD= "Senatorial District")

  • 172 district delegates are to be allocated proportionally to presidential contenders based on the preferences expressed in each of the State's 31 state senatorial districts (each senatorial district being assigned National Convention delegates based on how well each district had supported the Democratic nominee for Governor in the most recent Gubernatorial election).
    • SD 1: 5 delegates.
    • SD 2: 5 delegates.
    • SD 3: 5 delegates.
    • SD 4: 5 delegates.
    • SD 5: 6 delegates.
    • SD 6: 4 delegates.
    • SD 7: 5 delegates.
    • SD 8: 5 delegates.
    • SD 9: 5 delegates.
    • SD 10: 7 delegates.
    • SD 11: 6 delegates.
    • SD 12: 5 delegates.
    • SD 13: 9 delegates.
    • SD 14: 10 delegates.

Participation is open to all voters who wish to participate as Democrats. Voter registration ends 30 days before the Primary and voters affiliate with the Democratic Party by either voting in the Democratic Primary or signing an affidavit of affiliation.

Tuesday 29 May 2012: The results of the primary have no affect on the allocation of National Convention delegates.

 

Friday 8 June - Saturday 9 June 2012: Tier 3. State Convention. The State Convention will choose the remaining 88 pledged delegates. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at the statewide level.

  • 88 delegates are to be allocated to presidential contenders based on the presidential preference of the delegates at the State Convention as a whole.
    • 57 at-large National Convention delegates
    • 31 Pledged PLEOs

The remaining 27 National Convention delegates consist of

  • 27 Unpledged PLEO delegates:
    • 16 Democratic National Committee members.
    • 9 Members of Congress (0 Senators and 9 Representatives).
    • 0 Governors.
    • 2 Distinguished Party Leaders (former House Speaker James C. Wright, Jr., former DNC chairman Robert Schwarz "Bob" Strauss).

These 27 delegates and will go to the Democratic National Convention officially "Unpledged".

Notes

HB 318 was filed on 18 November 2010. This bill would move the General Primary and the Presidential Primary from the first Tuesday in March to the first Tuesday in February. The runoff primary would move from the second Tuesday in April to the second Tuesday in March. [Sections 41.007(a), (b), and (c).].

On 17 June 2011, Texas Governor Rick Perry (Republican) signed SB 100. The bill changes the partisan runoff from the 2nd Tuesday in April to the 4th Tuesday in May to allow time for overseas ballots to be returned. The date of the General and Presidential primaries, the 1st Tuesday in March, is not changed.

16 December 2011: A 3 judge U.S. District Court panel in San Antonio signed into effect an agreement between the Texas Democratic Party and the Republican Party of Texas setting the 2012 General Primary Election for Tuesday 3 April 2012, the County and Senatorial District Conventions for either 14 April or 21 April, and the Runoff Election for 5 June 2012.

1 March 2012: The San Antonio three-judge panel has ordered the state's primaries to be moved from 25 April to 29 May 2012.
