The delegate selection processes herein was updated 1 July 2011 per the Draft 2012 Delegate Selection Plan as of 7 June 2011.

Starting on Tuesday 20 March 2012, a 15% pledged delegate bonus is awarded when clusters of 3 or more neighboring jurisdictions begin on the same date. American Samoa, Guam, Puerto Rico, and the U.S. Virgin Islands are considered neighboring jurisdictions of each other. [Reg 5.1.C Article I.C.2.b]

The Commonwealth should receive a 20% pledged delegate bonus for starting in Stage III (May and June).

   

Participation in Puerto Rico's delegate selection process is open those who wish to participate as Democrats. Participants may not take part in any other party's Presidential Nominating process. Individuals who wish to participate in the Senate District Caucuses must register with the State Party by 3 June 2012.

Sunday 3 June 2012: 60 of 67 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of today's Senate District Caucuses. A mandatory 15 percent threshold is required in order for a presidential contender to be pledged National Convention delegates at either the senatorial district or islandwide level.

40 district delegates are proportionally pledged to presidential contenders by senatorial district (Puerto Rico has no congressional districts). (numbers as of 1 July 2011)

  • District 1 San Juan: 4
  • District 2 Bayamón: 5
  • District 3 Arecibo: 4
  • District 4 Mayagüez: 4
  • District 5 Ponce: 4
  • District 6 Guayama: 4
  • District 7 Humacao: 4
  • District 8 Carolina: 4

In addition, 13 at-large and 7 Pledged PLEOs delegates are pledged to presidential contenders based on the presidential preferences of the 40 district level delegates as pledged by the Senate District Caucuses. Hence, the National Convention District delegates are pledged from the preferences expressed at the Caucuses while the National Convention statewide delegates are pledged using the preferences of the National Convention District delegates.

Sunday 10 June 2012: Assembly of the Democratic Party of the Commonwealth of Puerto Rico in San Juan.

National Convention delegates are elected according to the results of the Senate District Caucuses. The District delegates are elected by Senate District Caucus Electors and the Pledged PLEO and At-Large delegates are elected by the Puerto Rico Democratic Assembly as a whole.

The remaining 7 National Convention delegates consist of

  • 7 Unpledged PLEO delegates:
    • 6 Democratic National Committee members.
    • 1 Members of Congress (the Resident Commissioner is a non-voting Delegate in the House of Representatives).
    • 0 Governors.
    • 0 Distinguished Party Leaders.

These 7 delegates and will go to the Democratic National Convention officially "Unpledged".
