Participation in Louisiana’s delegate selection process is open to all voters who wish to participate as Democrats. Democrats and those registered voters who are NOT registered with the Green, Libertarian, Reform, or Republican Party can vote in the primary.

Saturday 24 March 2012: 64 of 72 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of the voting in today's Louisiana Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level.

• 42 district delegates are to be allocated proportionally to presidential contenders based on the primary results in each of the State's 6 congressional districts. (numbers below are from 19 January 2012 and use the 2000 Census apportionment)

• In addition, 22 delegates are to be allocated to presidential contenders based on the primary vote statewide.

President Obama won 76% of the vote and qualified for 60 of the 64 pledged delegates in the 24 March primary. Mr. Wolfe received more than 15% of the vote in 3 Congressional districts (CD 1: 19.62%, CD 3: 17.24%, CD 7: 22.04%) qualifying for delegates in these districts. James Hallinan, Communications Director for the Louisiana Democratic party states that having failed to meet 2 deadlines, Mr. Wolfe cannot receive any delegates.

Here's how we compute the delegate count:

1. A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard votes cast for those candidates who do not meet the threshold.
2. Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the state-wide qualified vote.
3. In each jurisdiction (CD and statewide):
1. Total qualified vote = total votes cast for the qualifying candidates in the jurisdiction.
2. Allocation = (delegates for the jurisdiction) × (candidate's popular vote) ÷ (total qualified vote).
3. Assign each candidate the WHOLE NUMBER of delegates.
4. If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

The results below use the Louisiana Congressional District as apportioned by the 2000 Census.

Notes:

Governor Piyush "Bobby" Jindal (Republican) signed HB 509 on 28 June 2011. The law moves the presidential primary from the 2nd or 3rd Saturday in February to the 3rd Saturday following the 1st Tuesday in March.

Starting on Tuesday 20 March 2012, a 15% pledged delegate bonus is awarded when clusters of 3 or more neighboring states begin on the same date.
