The Organic Act of Guam, 48 U. S. C. §1422, provides, inter alia, that "[i]f no [slate of] candidates [for Governor and Lieutenant Governor of Guam] receive[s] a majority of the votes cast [in the General Election -Ed] . . . a runoff election shall be held."

28 August 2020: Due to the COVID-19 virus, Governor Lourdes A. "Lou" Leon Guerrero signed Public Law 35-96 which cancels Guam's 29 August primary election and advances all candidates to the 3 November General Election.
