California has a "Top-Two" primary system:

  • Regular Elections: All candidates, both party members and independents, participate in a non-partisan Primary. The top two vote getters, regardless of party affiliation, advance to the General Election.
  • Special Elections: All candidates, both party members and independents, participate in a non-partisan Special Primary. If one candidate receives a majority (50% + 1) of the primary vote, that candidate is elected. Otherwise, the top two vote getters, regardless of party, advance to the Special General Election.

If one candidate receives a majority (50% + 1) of the primary vote, that candidate is elected. Otherwise, the top two vote getters, regardless of party, advance to a 12 May 2020 Special General Election. The In-Lieu Petitions are due 10 December 2019 and the Declaration of Candidacy is due 9 January 2020. The winner will serve the remainder of the term which ends in January 2021.
