  • 1 January 2005 - Congressman Robert T. "Bob" Matsui - Democrat - California CD 5 passed away at the age of 63.
  • 8 March 2005 - Special Election - California CD 5. Doris Matsui (Democrat), the wife of the late Congressman Robert T. "Bob" Matsui, is elected to fill the vacant seat.
  • 29 April 2005 - Congressman Rob Portman - Republican - Ohio CD 2. The U.S. Senate confirmed the nomination of Congressman Portman as U.S. Trade Representative. Congressman Portman issued a letter of resignation from his House Seat effective 29 April 2005.
  • 2 August 2005 - Special Electon - Ohio CD 2. Jean Schmidt (Republican) is elected to fill the vacant seat.
  • 2 August 2005 - Congressman Christopher Cox - Republican - California CD 48 resigned. President George W. Bush nominated Congressman Christopher Cox to the position of Chairman of the Securities and Exchange Commission on 2 June 2005.
  • 28 November 2005 - Congressman Randy "Duke" Cunningham - Republican - California CD 50 resigned, effective at close of business 1 December, from the U.S. House after pleading guilty to Federal charges involving bribes, mail fraud, wire fraud, and tax evasion.
  • 18 January 2006 - Congressman Robert "Bob" Menendez- Democrat- New Jersey CD 13 resigned. Governor Jon S. Corzine appointed Congressman Menendez to fill a vacancy in New Jersey's Class 1 U.S. Senate seat caused by Corzine himself having resigned the seat on 17 January 2006 upon taking the Oath of Office as Governor of New Jersey.
  • 6 June 2006 - Special Election - California CD 50. Former Congressman Brian Phillip Bilbray (Republican) is elected to fill the vacant seat.
  • 9 June 2006 - Congressman Thomas Dale "Tom" DeLay - Republican - Texas CD 22 resigned. House Majority Leader DeLay was indicted on one count of criminal conspiracy in a campaign finance scheme by a Texas grand jury on 28 September 2005. House rules required him to relinquish his leadership position. Mr. Delay was renominated in the 7 March 2006 Texas Primary but withdrew his nomination 4 April and announced his intention to resign on 11 May.
  • 29 September 2006 - Congressman Mark Foley - Republican - Florida CD 16 resigned and withdrew his candidacy from the General Election. Mr. Foley had received his party's nomination in the 5 September primary.
  • 3 November 2006 - Robert "Bob" Ney - Republican - Ohio CD 18 resigned. He pleaded guilty on 13 October 2006 to charges of conspiracy and making false statements in the Jack Abramoff scandal.
  • 13 November 2006 - Albio Sires - Democrat - New Jersey CD 13 was elected 7 November 2006 in special election. Representative-elect Sires was added to the rolls of the House upon executing the oath of office.
  • 13 November 2006 - Shelley Sekula Gibbs - Republican - Texas CD 22 was elected 7 November 2006 in special election. Representative-elect Gibbs was added to the rolls of the House upon executing the oath of office.

  • 14 July 2005: Congressman Cunningham, under investigation for his activities with a defense contractor, announced that he would not seek re-election. Congressman Cunningham was first elected in 1990.
  • 28 November 2005: Republican Congressman Randy "Duke" Cunningham (CA-CD 50) resigned from the U.S. House after pleading guilty to Federal charges involving bribes, mail fraud, wire fraud, and tax evasion.
  • Thursday 15 December 2005: California Governor Arnold Schwarzenegger called an 11 April Special Primary and a 6 June 2006 Special Runoff Election to fill the vacant California U.S. House CD 50 seat caused by the 28 November 2005 resignation of Republican Congressman Randy "Duke" Cunningham. If no candidate receives a majority of the vote in the Special Primary, the top vote getter from each party will participated in the Special Runoff.
  • 3 March 2006: Former 64 year old Congressman Cunningham was sentenced to 8 years 4 months in prison by U.S. District Judge Larry Burns. Mr. Cunningham is to pay $1.8 million in back taxes and forfeit the $1.85 million in valuables he received. He was immediately taken into custody.
  • 6 June 2006: Republican Brian Phillip Bilbray elected.

Contested U.S. House 110th Congress Election.

  • On 20 November election officials certified Republican Vernon "Vern" Buchanan (119,309 votes, 50.08%) as the winner by 369 votes. Democratic Christine L. Jennings received (118,940 votes, 49.92%). Democratic Christine L. Jennings filed a lawsuit in Leon County requesting a new election arguing that a malfunction in the voting machines caused a 12.9% undervote (18,412 blank ballots).
  • An audit of the machines began the week of 27 November using a 12 hour scripted "mock election". The first tests, performed 28 November on voting machines not brought into service on election day, showed a CD 13 discrepancy of 5 votes (in favor of Jennings). However, video tapes revealed that the differences were due to participants making mistakes while choosing their selections. The second tests, performed 1 December on voting machines that had an undervote on election day, showed no discrepancies in the CD 13 contest. The final audit report found no evidence of machine malfunction.
  • On 20 December 2006 Circuit Judge William Gary ruled that Jennings arguments about the possibility of lost votes did not warrant disclosing the trade secrets of the voting machine company Election Systems & Software. Jennings stated she will appeal.
  • On 20 December 2006 Jennings filed a Notice of Contest with the U.S. House.
  • Vernon "Vern" Buchanan was seated in Congress on 4 January 2007. Speaker Nancy Pelosi said the legal proceedings would be handled later.
  • Christine Jennings decided to withdraw the lawsuit in Florida courts on 28 November 2007.

Monday 7 August 2006. Congressman Robert W. "Bob" Ney (Republican, Ohio CD 18), whose name has been connected with the scandal allegedly involving convicted lobbyist Jack Abramoff, announced that he is no longer running for re-election. Mr. Ney is serving his sixth term in Congress and was renominated with 68% of the vote in the 2 May 2006 Republican Primary. Mr. Ney asked State Senator Joy Padgett to run in his place. Media Report

On 14 August 2006, 85 days until the General Election, Congressman Ney formally filed paperwork stating he would not run for re-election. Under Ohio Law, should a candidate withdraw from an election within 80 days of Election Day, then a primary must be held for the candidate's replacement. However, if the candidate files within 76 days, a replacement is appointed by the party. Hence, a primary will be called to elect a replacement candidate.

On 15 August 2006 the Tuscarawas Election Board set a special Republican primary election date for Thursday 14 September 2006. The filing deadline was Thursday 17 August 2006.

State Senator Joy Padgett received the nomination in the 14 September 2006 Special Primary. Ms. Padgett had receive her party's nomination.

Republican Congressman Ohio pleaded guilty on Friday 15 September to federal charges involving corruption and bribery in dealings with lobbyist Jack Abramoff. Ney pleaded guilty to conspiracy and making false statements in U.S. District Court in Washington.

13 October 2006 update: Congressman Ney, facing a maximum of 10 years in prison, plead guilty before Judge Ellen S. Huvelle today. Sentencing is set for 19 January 2007. Congressman Ney's term of office expires 3 January 2007. Media reports state that Mr. Ney will resign within two weeks.

Republican Congressman Robert W. "Bob" Ney resigned from Congress 3 November 2006. Mr. Ney was first elected in 1994, re-elected in 1996, 1998, 2000, 2002, and 2004.

On 19 January 2007, former Congressman Ney was sentenced to 30 months in a federal prison.

Wednesday 28 September 2005: House Majority Leader Tom DeLay (Republican, Texas CD 22) was indicted on one count of criminal conspiracy in a campaign finance scheme by a Texas grand jury. "In accordance with the rules of the House Republican Conference, I will temporarily step aside as floor leader in order to win exoneration from these baseless charges." Congressman Roy Blunt (Republican, Missouri CD 7), the majority Whip, became interim Leader. Congressman John Boehner (Ohio) was elected House Majority Leader on 2 February 2006.

Congressman Tom DeLay was renominated on 7 March 2006 by Primary. On 4 April 2006, Congressman Delay withdrew his nomination and announced his intention to resign. A resignation date of 9 June was announced on 11 May. On 7 April Governor Perry stated he would not call a special election to fill the seat once it becomes vacant.

On 8 August 2006 former Congressman Tom DeLay decided to withdraw his name from the Republican line on the General Election ballot.

The Republican Party planned to name a replacement nominee however, on 8 June 2006 District Judge Darlene Byrne issued an injunction. Legal arguments regarding the GOP's ability to name a replacement were heard on 22 June. On 6 July 2006, District Court Judge Sam Sparks ruled that Congressman Tom DeLay is eligible to run for re-election thus preventing the GOP from naming a replacement candidate. The Texas Republican Party appealed and the Fifth U.S. Circuit Court of Appeals granted an expedited hearing. On 3 August 2006 the Fifth Circuit ruled that Delay's is to appear on the November ballot. On 7 August 2006 Supreme Court Justice Antonin Scalia rejected a request to stay the Fifth Circuit Court ruling. The Texas Republican Party will not pursue this case further. Mr. DeLay withdrew his name from the General Election ballot on 8 August 2006. Reference: Texas Democratic Party v. Benkiser 06-50812.

As a result of DeLay's action, it appears there will be no Republican candidate for the U.S. House of Representatives on the ballot in TX CD 22 in November.
